Russia vs. Lankov: Administrative Case Brought Against Famous Korea Expert

As reported by Mediazona, the well-known Korean expert, professor at the South Korean Kunmin University (국민대) Andrei Lankov has become a defendant in an administrative case under Article 20.33 of the Code of Administrative Offenses of the Russian Federation on participation in the activities of a foreign or international organization that is recognized as undesirable on the territory of the Russian Federation.
The administrative case materials were received by the Savelovsky District Court of Moscow on March 5. The court hearing is scheduled for April 10. Lankov is currently in South Korea.
It is unknown what organization the Korean scholar is accused of being connected to. According to Mediazona, it is probably the Carnegie Foundation, which was declared an undesirable organization in the Russian Federation in July last year. Lankov published a number of (interesting) articles on the foundation's website . The most recent of them concerned, among other things, the current rapprochement between Moscow and Pyongyang and the recent mutiny in South Korea.
The punishment under Article 20.33 of the Code of Administrative Offenses of the Russian Federation is vegetarian by today's standards - a fine of five thousand to fifteen thousand rubles. However, given that in Putin's Russia administrative cases can be easily transformed into criminal ones, the true intention of Russian law enforcement officers was most likely a thick hint to the professor about the undesirability of his trips to the Russian Federation.
Andrey Lankov was born in 1963 in Leningrad, graduated from the Faculty of Oriental Studies at Leningrad State University, defended his PhD thesis on the medieval history of Korea, but later his academic work was connected with North Korean topics. Over time, he became one of the world's leading experts on the DPRK. At the same time, Lankov is the author of many journalistic articles and several books about South Korea as well. One of his latest popular 600-page treatises, entitled "Not Only Kimchi: History, Culture, and Everyday Life in Korea," was published last year. Lankov also willingly gives lectures and interviews, which can easily be found on YouTube .
I had the opportunity to work closely with Andrei Nikolaevich during the years of our joint work at the Seoul Herald newspaper, and then at the KIM magazine, and I strongly recommend that everyone who, for some mysterious reason, is not yet aware of who Lankov is, immediately start reading and listening to him if you want to better understand Korea and what is happening there.
Well, the fact that some absurd case has been opened against Lankov in Russia tells us more about the current Russian Federation than about the professor – what it has come to.
