한국중립화추진시민연대(한중추)는 26일 오후 2시 서울 정동 프란치스코교육회관에서 창립총회를 열어 임원진을 구성하고 활동에 나섰다.
한중추는 창립선언문에서 "미국은 현대 거의 모든 전쟁에 개입해왔기에, 미국과의 군사동맹을 끊지 않으면 전쟁을 피하기 어렵다"며 "미국이 주도하거나 부추기는 전쟁에 휘말리지 않기 위해서는, 미국에 대한 군사적 의존과 종속에서 벗어나야 한다"고 밝혔다.
한중추는 또 "세계 12위 안팎의 경제력, 세계 6위 정도의 군사력, 세계 최고수준의 기술력과 문화력을 지녔다고 자랑하는 한국이 미국 없이는 살 수 없다는 노예근성을 버리고 자주성을 찾아야 한다"며 "이에 우리는 탈미 (脫美/De-USA)와 반전(反戰/Anti-War)을 내세우며 영구적 평화를 위해 한국 중립화를 추진하고자 한다"고 알렸다.
이재봉 원광대 명예교수, 고은광순 평화어머니회 이사장, 문장렬 전 국방대 교수가 상임공동대표를, 리인수 부산우리민족서로돕기운동 사무총장이 집행위원장을 맡았다.
한중추는 총회를 마치고 프란치스코 교육회관에서 주한미국대사관과 광화문을 거쳐 세종문화회관까지 선도차량을 따라 거리행진을 벌였다.

창립선언문
오늘 2024년 6월 26일, <한국중립화추진 시민연대> 창립을 선언합니다. 우리는 무슨 일이 있어도 전쟁만큼은 반드시 피해야겠다는 절박한 심정으로 이 자리에 모였습니다. 지난 70-80년 동안 분단과 전쟁에 따른 대립과 갈등을 겪어온 터에, 앞으로 또 다른 전쟁에 휘 말릴 가능성을 줄이며 평화롭게 살기 위해서입니다.
중립의 의미는 국가 사이의 전쟁에 관여하지 않고 중심을 잡은 채 중간 입장을 지키는 것입니다. 중립의 제1 목적은 다른 나라들의 전쟁에 말려들지 않는 것입니다. 이를 위한 중립의 조건과 방법은 외국에 군사기지나 물자를 제공하지 않고, 연합 군사훈련을 하지 않으며, 군사동맹을 맺지 않는 것입니다.
한국에선 1960년 4월혁명 직후 중립화운동이 활발하게 전개된 적이 있습니다. 1990년대부터 들어선 단체도 몇 있습니다. 이들 모두 통일운동의 일환입니다. 며칠 전엔 국제연대를 위한 중립화운동도 만들어졌습니다. 우리 <한국중립화추진시민연대>는 중립화의 가장 큰 목표 인 ‘전쟁 반대’에 집중하고자 합니다. 물론 다른 중립화운동들과 크게 다르지 않고 조금이라도 상충되는 게 아니기에, 기존 단체들과 협조하면서 한국중립화에 앞장서겠습니다.
우리는 미국과의 군사동맹에 따른 폐해를 많이 크게 겪고 있습니다. 미국은 한반도 평화협정은커녕 종전선언조차 반대합니다. 남북 화해협력을 반대하고 동족 간 대결을 부추기며 한반도를 전쟁터로 이끌고 있습니다. 미국-일본-한국의 연합 군사훈련과 군사동맹 추진은 중국-러시아-조선의 군사협력 강화를 초래하기 마련입니다. 한반도가 그 첨예한 갈등과 대 결의 최전선이 되고 있습니다. 중국과 러시아를 견제하고 봉쇄하기 위한 미국의 군사전략 때문에 한반도가 화약고로 되는 것입니다. 일본을 끌어들이고 중국과 러시아를 적으로 만들며 심각한 안보 위협뿐만 아니라 막대한 무역 손실도 불러오고 있습니다. 미국에 대한 군사적 의존과 종속에서 하루빨리 벗어나야 하는 절실한 이유입니다.
미국과의 군사동맹은 한국 안보를 튼튼하게 하기보다 미국의 전쟁에 휘말려들기 쉽게 만듭 니다. 미국처럼 전쟁 많이 하고, 전쟁 잘 하며, 전쟁 좋아하는 나라는 없기 때문입니다. 1775년 독립전쟁부터 2024년 현재까지 249년 동안 전쟁을 일으키지 않거나 전쟁에 개입하지 않은 기간은 20년도 되지 않습니다. 전쟁을 통해 독립하고, 전쟁으로 영토를 확장했습니다. 전쟁을 통해 세계 패권을 차지하고, 전쟁으로 패권을 지키고자 합니다. 이토록 호전적 인 미국에 대한 의존과 종속에서 벗어나지 않는 한 한국도 전쟁을 피하기 어렵습니다. 미국과의 군사동맹 때문에, 한국은 1960-70년대 온 세계가 저항한 베트남 침략전쟁에 적극 참여했습니다. 1990년대 유엔이 반대한 이라크 침략전쟁에 동참했습니다. 우크라이나에 모든 유럽 국가들이 지원한 포탄을 합친 것보다 더 많은 포탄을 제공했습니다. 팔레스타인에서 인종학살을 벌이는 이스라엘을 반대하지 못합니다. 앞으로 대만을 둘러싸고 미국과 중국 간에 무력충돌이 빚어진다면 주한미군이 즉각 투입될 테니 한국군이 동원되지 않더라도 한국은 전쟁터가 되기 쉽습니다. 세계에서 가장 큰 미국의 해외 군사기지가 중국 가까이 평택에 있고, 중국 미사일 기지를 감시하는 미국의 미사일방어체제(싸드/THAAD)가 성주에 있기 때문입니다.
미국의 조선(북한)에 대한 적대정책과 그 군사적 수단인 주한미군이 있는 한 조선이 핵무기 를 포기할 리 없습니다. 조선의 핵무기 표적인 주한미군이 나가면 한국에 대한 조선의 핵무기 위협도 사라집니다. 미국과의 연합군사훈련이 지속되는 한 조선의 미사일 발사는 그치지 않을 것입니다. 미국의 재정 지원이 그치지 않는 한 탈북자 단체들의 대북 전단풍선 보내기도 끝나지 않을 것입니다. 따라서 한반도의 완전한 비핵화를 진정 원한다면 주한미군을 내보내야 합니다. 조선의 미사일 발사 중단을 바라면 한미 연합군사훈련을 중단해야 합니다. 조선과 러시아의 군사협력 강화가 싫다면 한미 군사동맹 강화를 멈추어야 합니다.
거듭 강조합니다. 미국은 현대 거의 모든 전쟁에 개입해왔기에, 미국과의 군사동맹을 끊지 않으면 전쟁을 피하기 어렵습니다. 미국이 주도하거나 부추기는 전쟁에 휘말리지 않기 위해서는, 미국에 대한 군사적 의존과 종속에서 벗어나야 합니다. 세계 12위 안팎의 경제력, 세계 6위 정도의 군사력, 세계 최고 수준의 기술력과 문화력을 지녔다고 자랑하는 한국이 미국 없이는 살 수 없다는 노예근성을 버리고 자주성을 찾아야 합니다. 이에 우리는 탈미(脫美/De-USA)와 반전(反戰/Anti-War)을 내세우며 영구적 평화를 위해 한국 중립화를 추진하고자 합니다.
전쟁 없이 평화롭게 살기 원하는 분들은 모두 적극 동참해주시기 바랍니다. 변화의 출발은 소수의 사람으로부터 시작됩니다. 세상 역사는 ‘해보자’는 사람들에 의해 시작되고, ‘할 수 있다’는 사람들에 의해 움직이며, ‘하면 된다’는 사람들의 행동에 의해 변화 발전됩니다. 우리 모두 전쟁 없는 평화로운 세상으로 함께 나아갑시다.
Declaration of the Foundation of 'Citizens’ Solidarity for the Promotion of Korean Neutralization'
Today, June 26, 2024, we declare the foundation of . We have gathered here desperately to avoid war at all costs. This is to reduce the possibility of being embroiled in another war in the future and to live in peace, as we have experienced confrontation and conflict due to national division and wars over the past 70-80 years.
Neutrality means not getting involved in wars between countries and maintaining a middle ground. The primary purpose of neutrality is to avoid being drawn into other countries' wars. The conditions and methods of neutrality for this are not to provide military bases or supplies to foreign countries, nor to conduct joint military exercises, or to form military alliances.
In Korea, the neutralization movement was actively carried out right after the - 8 - April Revolution of 1960. There are also several organizations that have been around since the 1990s. All of these are part of the unification movement. (Even) a few days ago, a neutralization movement was created for international solidarity. We, , want to focus on ‘opposition to war’, which is the biggest goal of neutralization. Of course, since it is not much different from other neutralization movements and does not conflict in the slightest, we will take the lead in neutralizing Korea while cooperating with existing organizations.
We have been suffering greatly from the negative effects of our military alliance with the United States. The United States opposes even the declaration of the end of Korean Civil war, let alone the Korean Peninsula peace agreement. They have opposed reconciliation and cooperation between North and South Korea, encouraged confrontation between compatriots, and are leading the Korean Peninsula into a battlefield. Joint military exercises and the promotion of a military alliance between the United States, Japan, and South Korea are bound to result in strengthening military cooperation between China, Russia, and North Korea. The Korean Peninsula is becoming the forefront of acute conflict and confrontation. The Korean Peninsula is turning into a powder keg due to the U.S. military strategies to contain and block China and Russia. It draws in Japan, makes China and Russia enemies, and poses not only a serious security threat but also tremendous trade losses. This is an urgent reason why we must escape military dependence and subordination to the United States as soon as possible.
Rather than strengthening Korea's security, the military alliance with the United States makes it easier for Korea to be drawn into America's wars. This is because there is no country that fights as many wars, is expert at war, and loves war as the United States. For the 249 years since the Revolutionary War in 1775 to this day, there have been less than 20 years without war or involvement in war. The US have achieved independence through war and expanded its territory through wars. They want to achieve world hegemony through war and protect their hegemony through war. It will be difficult for Korea to avoid war unless it escapes its dependence and subordination to the belligerent United States.
Because of its military alliance with the United States, Korea actively participated in the war of aggression against Vietnam in the 1960s and 1970s, which the entire world resisted. In the 1990s, South Korea had to participate in the aggressive war against Iraq, which was opposed by the United Nations. We have provided Ukraine with more artillery shells than all European countries combined. We cannot oppose Israel, which is carrying out genocide in Palestine. If an armed conflict breaks out between the United States and China over Taiwan in the future, U.S. troops stationed in Korea will be deployed immediately, so even if the Korean military is not mobilized, Korea could easily become a battlefield. This is because the world's largest US overseas military base is located in Pyeongtaek, just a sea across from China, and the US missile defense system (THAAD), which monitors Chinese missile bases, is located in Seongju.
As long as the U.S. has hostile policies toward North Korea and stations its military means, the U.S. Forces Korea, there is no way North Korea will give up its nuclear weapons. If the U.S. forces stationed in Korea, the target of North Korea's nuclear weapons, leave, the threat of North Korea's nuclear weapons to Korea will also disappear. As long as US-ROK joint military exercises continue, North Korea's missile launches will not stop. Unless financial support from the United States stops, North Korean defector groups will not end sending leaflet balloons to North Korea. Therefore, if we truly want complete denuclearization of the Korean Peninsula, we must send out US troops stationed in Korea. If we want North Korea to stop launching missiles, we must stop joint ROK-US military exercises. If the US does not want to strengthen military cooperation between North Korea and Russia, it must stop strengthening the ROK-US military alliance.
We emphasize this again and again. The United States has been involved in almost all modern wars, so it is difficult to avoid war unless the military alliance with the United States is broken. To avoid being caught up in a war led or encouraged by the United States, we must break away from military dependence and subordination to the United States. Korea, which boasts of having an economy ranked around 12th in the world, a military power ranked 6th in the world, and the world's highest level of technology and culture, must abandon the slave mentality that it cannot survive without the United States and seek independence. Accordingly, we seek to promote the neutralization of Korea for permanent peace, advocating Decoupling from USA and Anti-War.
Anyone who wants to live in peace without war is encouraged to actively participate in this movement. Change begins with a few people. The history of the world begins with people who say ‘Let’s do it,’ it is moved by people who say ‘We can do it.’ It changes and develops through the actions of people who say ‘We can do it.’ Let us all move together toward a peaceful world without war.
