On Wednesday, AEI’s Nicholas Eberstadt welcomed Robert Collins of the Committee for Human Rights in North Korea (HRNK) to discuss his seminal report, “Organization and Guidance Department: Control Tower of Human Rights Denial.” Lieutenant General Raymond P. Ayers and Greg Scarlatoiu, executive director of HRNK, also gave introductory remarks on Mr. Collins and his work.

Mr. Collins opened with a brief description of the Organization and Guidance Department (OGD) and its ubiquitous presence in North Korean society. He listed the OGD’s main mechanisms of control — ideological indoctrination, repeated practice, and surveillance — and discussed its immense authority even over high government officials.

After highlighting the key functions of the OGD as a control apparatus, Mr. Collins was joined by Markus Garlauskas, a US government official speaking in his personal capacity, and David Maxwell, senior fellow at the Foundation for the Defense of Democracy, for a panel discussion on the report. Mr. Garlauskas and Col. Maxwell identified their preferred sections and contemplated future US strategies in North Korea. Seong-ho Ji, North Korean escapee and president of Now Action & Unity for Human Rights, also offered his opinion on the state of affairs under the Kim Jong Un regime.
