국내 최대 규모의 무기전시회인 2025 서울 ADEX(이하 아덱스)가 2025년 10월 17일(금)~24일(금)까지 서울 성남공항과 일산 킨텍스에서 개최됩니다. 무기의 생산과 거래를 촉진하는 아덱스는 국내외 거대 무기 업체들이 한자리에 모여 각종 무기를 전시하고, 비지니스 미팅과 실제 거래가 이루어지는 행사입니다.
팔레스타인 집단학살 전범국 이스라엘이 한국에 무기를 팔러 옵니다
700일 넘게 지속된 이스라엘의 팔레스타인 집단학살로 가자지구에서만 6만 3천 명이 넘는 사람들이 사망했습니다. 그 중 다수는 여성과 아동입니다. 200만 명 가까운 이들이 반복적으로 피난길에 올라야 했고, 기반 시설의 약 80%가 파괴되었습니다. 이스라엘은 팔레스타인인 절멸 시키고자 고의적으로 기아를 조장하고, 국제법을 반복적으로 위반하며 가자지구 완전 점령을 선포한 후 대대적으로 군사작전을 펼치고 있습니다. 제노사이드 전문 연구자들과 유엔, 영국과 프랑스 등의 유럽 국가들, 심지어 유대계에서도 이스라엘의 가자에 대한 학살과 ‘초토화 작전’이 제노사이드(집단학살)라고 규정하고 있습니다.
이러한 상황에서 이스라엘 전쟁범죄에 가담한 이스라엘 무기 회사들이 한국에 옵니다. ‘팔레스타인 실험실’에서 자행한 학살과 파괴로 그 성능을 ‘검증’ 받았다며 아덱스에서 전쟁 무기를 팔기 위해서입니다. 실제 몇몇 무기 회사는 자사 제품 홍보를 위해 그 무기가 팔레스타인에서 얼마나 효과적으로 파괴와 살상을 수행했는지 내세우기도 합니다.
올해 열리는 아덱스에는 이스라엘 국방부를 비롯해 엘빗 시스템즈(Elbit Systems), 아이에이아이(IAI, Israel Aerospace Industries), 라파엘(Rafael Advanced Defense Systems LTD)등 이스라엘 기업이 최대 규모로 참여하는 것으로 알려졌습니다. 이들 무기 회사는 2023년 10월 7일 이후 본격화된 가자 학살 뿐 아니라 훨씬 이전부터도 이스라엘의 팔레스타인 절멸 정책에 적극 가담해왔습니다.
이스라엘의 팔레스타인인 절멸 정책에 가담에 해 온 기업들
아덱스에 참여하는 엘빗 시스템즈, 아이에이아이, 라파엘은 이스라엘의 팔레스타인인 절멸에 적극 가담해 온 기업들입니다.

1) 엘빗 시스템즈(Elbit Systems)
엘빗 시스템즈의 헤르메스 900(Hermes 900)는 감시·정찰용 드론으로 2014년 가자지구 대규모 폭격에 처음 투입되었습니다. 명시적으로는 감시·정찰용이지만, 공대지 미사일 4기를 탑재할 수 있기에 가자지구와 서안지구에 대한 감시와 공격 임무에 지속적으로 사용되어 왔습니다. 실제 2014년 7월, 해변에서 놀던 네 명의 어린이가 헤르메스 900의 공격에 의해 목숨을 잃기도 했습니다.
또한 2024년 4월 1일 가자지구에 대한 인도적 지원을 위해 이동하던 월드센트럴키친(World Central Kitchen) 구호 차량이 헤르메스 450 드론의 공격을 받았고, 이후 탑승자들이 두 번째, 세 번째 차량에 옮겨 탔으나 헤르메스 450 드론이 발사한 미사일(라파엘 사의 Spike 공대지 미사일로 추정)에 피격되어 결국 구호 활동가를 비롯한 7명이 사망했습니다.
엘빗 시스템즈의 MPR 500 다목적 폭탄은 인구가 밀집한 도시 전투에 사용되도록 설계되었으며, 가자지구 공격에 계속 사용되어 왔습니다. 2025년 7월 2일 가디언 보도에 따르면 가자지구의 한 카페에 500파운드 폭탄이 사용되어 수십 명이 사망했는데, 폭탄의 잔해를 분석한 결과 해당 폭탄은 MPR 500 또는 MK 82 폭탄으로 추정하였습니다.
2) IAI
이스라엘 국영 기업인 IAI의 헤론(Heron) TP 드론은 감시·정찰과 동시에 공격 무기를 탑재할 수 있으며, 2023년 10월 7일 이후 가자지구에 투입하여 현재까지 운용 중입니다. IAI 최고경영자는 헤론 드론이 가자지구에 대한 타격 작전(strike operation)에서 “중추적인 역할”을 했다고 발언하였습니다. 공식적으로 확인되진 않았지만, 가자지구에서 발생한 수많은 드론 공격 사례 중 헤론 TP 드론에 의한 공격 사례가 다수일 것으로 추정되며, IAI의 하롭(Harop) 자폭 드론 역시 SNS상에서 공개된 가자지구 난민촌 공격 사례 등을 보아 민간인 살상에 사용되어 온 것으로 추정됩니다.
3) 라파엘 (Rafael)
라파엘은 자사 소형 드론 ‘스파이크 파이어플라이(Spike Firefly)’를 홍보하기 위해 가자 북부에서 걷고 있던 비무장 남성을 살해하는 영상을 게시했습니다. 또한 2023년 10월 가자지구에 대한 폭격에 라파엘의 SPICE 2000파운드 급 대형 폭탄이 대거 사용되었으며, 2023년 12월까지 200차례 이상 해당 폭탄으로 가자지구를 폭격했습니다. 또한 2024년 출시된 정보 임무 수행, 지상군 호위, 공격 유도용 스파크(Spark) 드론 역시 가자지구에서 광범위하게 운용된 것으로 확인되고 있습니다.
무기 회사들은 국경 너머의 죽음과 고통에 기대어 돈을 벌고 있습니다
연일 초토화 된 가자지구와 무차별적 공격과 고의적인 기아로 살해 당하는 사람들. 파괴와 살상의 현장은 역설적으로 그곳에서 사용된 무기들이 얼마나 ‘효과적’인지를 보여줍니다. 팔레스타인에서 ‘검증’된 무기로 막대한 이익을 챙겼던 이스라엘의 무기 회사야말로 무기 산업의 비윤리성을 극명하게 보여주는 가장 극단적인 사례입니다. 한국 정부 역시 이스라엘의 팔레스타인 집단학살이 본격화된 이후에도 이스라엘과 군사협력을 지속하며 무기를 수출해왔습니다. 한국이 이스라엘의 전쟁범죄에 가담하고 있는 것입니다.
이번 아덱스에는 이스라엘 국방부 산하 대외협력국인 SIBAT도 참여할 예정입니다. 아덱스에 전범국 이스라엘 군 관계자와 집단학살 가담 기업들이 오는 것을 그냥 두고 볼 수 없습니다.
전범국 이스라엘이 아덱스에 오는 것을 막아냅시다
지난 6월, 프랑스는 이스라엘의 가자지구 집단학살을 비판하며 세계 최대 항공우주 무기박람회인 파리 에어쇼에서 이스라엘 기업의 공격형 무기 전시를 금지했습니다. 지난해 6월과 10월에도 자국의 무기박람회에 이스라엘 기업의 참여를 금지한 바 있습니다. 영국 정부도 9월 9일부터 열리는 영국의 무기박람회인 DSEI에 이스라엘 대표단을 초대하지 않기로 결정했습니다. 폴란드에서는 무기박람회에 참석한 이스라엘 무기회사 직원이 가자 학살에 연루되었다는 고발에 따라 폴란드 당국에 의해 잠시 억류된 이후 출국하기도 했습니다.
이미 국제 사회에서는 이스라엘의 팔레스타인 집단학살에 가담한 이스라엘의 무기 회사 입국을 금지하고 있습니다. 이스라엘의 가자지구 집단학살을 멈추기 위해 한국 정부 역시 이스라엘 정부, 군 관계자, 무기회사 관계자들의 입국을 금지해야 합니다. 더이상 이스라엘 전쟁범죄에 동조하거나 묵인해서는 안 됩니다.

KICK ISRAEL OUT OF SEOUL ADEX 2025!
South Korea’s largest arms fair, the Seoul ADEX 2025 (hereafter ADEX), will be held from October 17 to 24, 2025 at Seoul Air Base in Seongnam and KINTEX in Ilsan. ADEX is an event that promotes the production and trade of weapons, bringing together major domestic and international arms companies to showcase weapons, hold business meetings, and conduct actual deals.
Israel, a Genocidal War Criminal State, Is Coming to South Korea for Selling Weapons
Israel’s genocide against Palestinians has continued for more than 700 days, killing over 63,000 people in Gaza alone—the majority of them women and children. Nearly 2 million people have been repeatedly displaced, and around 80% of infrastructure has been destroyed. Israel has deliberately engineered famine to annihilate Palestinians, repeatedly violated international law, declared the full occupation of Gaza, and launched massive military operations.
Genocide scholars, the United Nations, European countries such as the UK and France, and even Jewish communities have identified Israel’s massacres and “scorched earth operations” in Gaza as genocide.
Now, Israeli arms companies complicit in these war crimes are coming to South Korea. They plan to sell their weapons at ADEX, boasting that their performance has been “combat-proven” through massacres and destruction in the so-called “Palestinian laboratory.” Some even advertise how effectively their products carried out destruction and killings in Palestine.
This year’s ADEX is expected to see the largest participation from Israeli companies to date, including the Israeli Ministry of Defense, Elbit Systems, Israel Aerospace Industries (IAI), and Rafael Advanced Defense Systems Ltd. These companies have been deeply involved in Israel’s policies of annihilation against Palestinians—not only since the genocide escalated after October 7, 2023, but long before.
Companies Complicit in Israel’s Policy of Annihilation
The Israeli companies participating in ADEX—Elbit Systems, IAI, and Rafael—are directly complicit in Israel’s genocidal policies.

- Elbit Systems
Elbit’s Hermes 900 surveillance drone was first deployed during Israel’s large-scale bombardment of Gaza in 2014. Although described as a reconnaissance drone, it can carry four air-to-surface missiles and has been used for surveillance and strike missions in Gaza and the West Bank. In July 2014, four children playing on a beach were killed in an attack carried out by a Hermes 900.
On April 1, 2024, a World Central Kitchen humanitarian convoy in Gaza was struck by a Hermes 450 drone. Survivors who moved to a second and then third vehicle were hit again by missiles—believed to be Rafael’s Spike type—launched by the same drone. Seven humanitarian workers were killed.
Elbit’s MPR 500 multipurpose bomb, designed for use in urban combat in densely populated areas, has been repeatedly used in Gaza. According to the Guardian (July 2, 2025), a 500-pound bomb killed dozens at a café in Gaza. Fragments indicated it was either an MPR 500 or an MK 82 bomb.

- IAI
State-owned IAI produces the Heron TP drone, capable of both reconnaissance and armed strikes. It has been deployed continuously in Gaza since October 7, 2023. IAI’s CEO admitted the Heron played a “central role” in Gaza strike operations. While not all attacks have been confirmed, many drone strikes in Gaza are believed to have been carried out by Heron TPs.
IAI’s Harop loitering munition (“suicide drone”) has also reportedly been used in civilian areas, including refugee camps, according to evidence circulating on social media.
- Rafael Advanced Defense Systems
Rafael posted a promotional video of its Spike Firefly drone killing an unarmed man walking in northern Gaza.
In October 2023, Rafael’s SPICE 2000-pound bombs were heavily used in Gaza, with more than 200 strikes conducted by December.
Rafael’s newly released Spark drone (for intelligence missions, troop escort, and attack guidance) has also been widely deployed in Gaza.
Arms Companies Profit from Death and Suffering
The devastation of Gaza—flattened neighborhoods, indiscriminate attacks, and deliberate starvation—demonstrates, grotesquely, how “effective” these weapons are. Israeli arms companies profiting from weapons “compat-proven” on Palestinians are perhaps the starkest example of the arms industry’s immorality.
The South Korean government, too, has been complicit—continuing military cooperation and arms trade with Israel even after the genocide escalated. South Korea is participating in Israel’s war crimes.
This year’s ADEX is also expected to host SIBAT, the International Defense Cooperation Directorate under Israel’s Ministry of Defense. We cannot allow Israeli military officials and genocide-complicit companies to come to ADEX.
Stop Israel’s Participation in ADEX
In June, France banned Israeli arms companies from the Paris Air Show, the world’s largest aerospace defense fair, in protest against Israel’s genocide in Gaza. France had also barred Israeli participation in two other arms fairs in June and October 2024.
The UK government likewise decided not to invite the Israeli delegation to DSEI, its arms fair beginning September 9, 2025.
In Poland, some Israeli arms company staffs were briefly detained and later left the country after being accused of involvement in the Gaza genocide.
The international community is already barring Israeli arms companies complicit in genocide from their arms fairs. To stop Israel’s genocide in Gaza, the South Korean government must also ban the entry of Israeli government, military, and corporate representatives. South Korea must not continue to collude with or tolerate Israel’s war crimes.

We call on the Ministry of National Defense, the Defense Acquisition Program Administration, and the Seoul ADEX Office:
- Do not invite the Israeli delegation.
- Ban the entry of Israeli government, military, and corporate representatives.
- Prohibit the participation of Israeli companies and speakers.
We aim to gather 3,000 signatures in support of these demands and will hold a press conference in front of the Ministry of National Defense on September 23, where we will submit a joint petition.
