This paper deals with a Memory Struggle represented the Movement for Searching the Truth. Not until the 1980 did a memory of the Resistance reveal possible. Since then, the Jeju people and figures of Jeju birth had tried to make a special law on the 4.3, and finally enacted the law in 1999. The Report that was made in accordance with the special law on the 4.3 defined the 4.3 as an infringement on personal rights which was conduced by a public power. This definition meant to transform the 4.3 into a formal history. The Report on the 4.3 Accident was focused on a basically victim of civilians. The reason is that the report, as the official document of government, had to be made in the boundary of definition and purpose which had defined the special law on the 4.3. Therefore, keeping the view of victims defining the special law on the 4.3, the Report described the 4.3 as a history of an infringement on personal rights. Moreover, because the special law on the 4.3 was a result of political compromise, the Report stressed 'the Massacre' and 'the Sacrifice'. According to the special law or the Report, the accident is not 'the Jeju 4.3 Resistance' but 'the Jeju 4.3'. The Massacre happened during the suppression of the Resistance. Besides, Jeju was only a region obstructing the 5.10 Election. And the cooperation between the guerrilla unit and the people was a motive for the Resistance, which last over a year in a poor circumstance. In other words, the people's will for seeking the unified government was represented by the resistance of the Jeju people. This means that the 4.3 Resistance is a crucial turning point in the contemporary history of Korea. Accordingly, a study on the 4.3 must be extended the boundary from the Jeju 4.3 meaning a impartiality to the field of resistance. This is an important task of the study.
