명묵님께서 추천해주신 책을 도서관에 구매신청해서 맨 먼저 빌려봤습니다. 읽고 나니 구매신청 잘한 것 같네요. 많이들 대출했으면 좋겠습니다.
이 책은 세계지도를 보면서 리비아, 이란, 이라크, 시리아, 레바논, 터키(바레인,카타르 같은 콩알 국가까지 짚어낼 수 있는분이면 더 좋겠죠.) 같은 나라들의 대략적인 위치를 짚어낼 수 있는 분들에게 추천합니다.
손바닥만한 사이즈에 분량도 약 250페이지 가량이지만 중동의 현 정치상황에 대해서 기본적인 이해를 하기에 정말 좋은 책이었습니다.

시사주간지 등을 통해서 단편적으로 접했던 내용들이 많지만, 대가가 역사적 연원과 핵심적인 갈등구도 위주로 간결하게 설명하는 걸 듣는 것과는 전달력 차이가 크네요.

시리아의 군사적 정치적 교착상태, 바레인의 민주화 운동 좌절, 예멘의 불확실한 미래, 리비아의 혼란스럽고 지지부진한 정권교체 과정, 선출된 정부 축출로 이어진 이집트의 군사쿠테타와 이 과정에서 지역적, 세계적 강대국들이 취한 태도와 잦은 개입이 미친 영향들을 통해서 민주화된 미래로 나가는 단초로 보였던 아랍의 봄이 좌절된 상황을 보여주면서

국가의 붕괴로 인한 '아랍의 겨울'이 올 가능성이 높아졌다고 판단하고 있습니다.

특히 중동의 갈등문제 대해서 종파주의적으로 접근하는 외부시각(당장 저부터...)이 얼마나 순진한 관점인지 깨닫게 해줬습니다.
일주일 있으면 차기 정부가 출범하는데 새정권에서는 시리아의 사례를 살펴보면서 외교관계와 북핵문제에 있어서 좀 더 현실주의적인 관점을 취하길 기대합니다.

이 지역에서 정권교체를 지지하는 이들이 최근에 직면하게 된 역행 현상에도 불구하고 중동, 특히 그중에서도 수십 년 동안 편협하고 시대에 뒤떨어진 모습을 보여 온 아랍 지역은 지금 전례가 없을 정도로 자극돼 있다. 저마다 분리된 국가적 맥락 속에서 일어났지만 어느 한 아랍 국가에서 일어난 봉기는 이웃 국가에 유사한 봉기들을 일으키는 촉매제로 작용하면서 튀니지에서 시작하여 바레인에 이르기까지 연쇄 반응처럼 펼쳐졌다. 봉기가 일어나는 이런 형태를 보면 국경을 뛰어넘는 모종의 아랍 ‘체제’가 존재한다는 사실이 분명히 드러나는데, 이 체제는 언어적 유사성과 함께 전자매체가 됐든 인쇄매체가 됐든 아랍어를 쓰는 언론에 공통으로 접근할 수 있다는 특성에 기반을 두고 있다. 이런 현상은 아랍 민족주의의 깃발 아래 국가들을 가르는 국경을 뛰어넘어 아랍 세계를 통일시키려 했던 예전의 시도들과는 아주 다르다.

이슬람주의 운동세력에는 이슬람판 청교도 또는 기독교 세계로 치자면 근본주의자에 해당하는 살라피주의자도 포함되는데, 이들은 경건한 무슬림 첫 세대인 ‘살라프 알 살리흐(고결한 조상들)’의 삶에 기초하여 작성된 모범적인 이슬람 행동 규범을 글자 그대로 해석하여 이에 자신들의 행동을 엄격하게 맞추는 이들이다. 대부분의 살라피주의 단체들은 정치에 무관심하고, 사회를 변화시키고 정치에 영향을 주고자 할 때도 평화적으로 설득하는 방안을 채택한다. 이들 중 이집트의 누르당 같은 일부가 최근 아랍 봉기의 결과로 이전의 행동 유형에 극적으로 작별을 고하며 경쟁 정치의 영역에 들어섰다.

이슬람주의 운동의 변방에는 이슬람 세계에서 아주 작은 부분을 차지하고 있는 호전적인 극단주의 진영들이 포함되는데, 이들의 많은 수도 살라피주의라는 용어 아래에 묶이지만 아주 중요한 방식 면에서 살라피주의자들과는 나눠진다. 이들은 사회적 보수주의와 정치적 급진주의 간 교배의 산물로서 종교적이거나 사회적이라기보다는 정치적인 목적을 가진 레닌주의 조직들이다. 이들 무장단체들은 정치적 목적을 달성하기 위해 폭력적인 행동에 나서기를 거리끼지 않는다. 이들은 ‘무자히딘(신을 위해 싸우는 이들)’의 뜻으로 잘못 사용되고 있는 ‘지하드주의자’로 널리 알려져 있지만, 어느 쪽이든 이슬람에서는 중요하지 않다. 그러나 서구에서는 이 용어가 언론은 물론 학계 담론에서도 유명해졌다.

-제2장 이슬람주의의 도전 중

첫 번째 우려는 대체로 20세기 상반기 동안 이슬람 정치계와 지성계를 지배했던 몇몇 주도적 인물들의 발언과 글에 기인한다. 1950년대와 1960년대에 이집트 무슬림형제단의 최고 이론가였던 사이드 쿠틉이 이 부류의 전형이었다. 이들 이론가들은 신의 통치권(하키미야)을 옹호하고 인간의 완전한 통치권을 부정했으며, 국회 입법 권한에 제한을 두었고, 인간이 만든 헌법 조항들을 신의 명령과 부합하는지 시험받게 했다.

그러나 이슬람주의 운동들은 쿠틉이 이슬람 지식계를 지배하던 때로부터 상당히 진화했다. 그는 더 이상 무슬림형제단의 탁월한 철학자로 여겨지지 않으며, 아랍 세계에 존재하는 기존 정권들을 폭력적으로 타도하고 옹호하는 것을 포함하여 가장 논란이 많이 됐던 그의 사상은 이미 1966년에 쿠틉이 처형된 직후인 1969년에 무슬림형제단의 최고 수장으로부터 간접적으로 반박되었고, 1982년에는 공식적으로 폐기됐다.

종파적 분리가 강화되고 이란이 중동에서 주요한 시아파 강대국이긴 하지만, 이 정도를 가지고 이란의 후견 아래 ‘시아파 초승달’이 구축되고 있다고 주장하는 것은 과장이다. 중동의 시아파는 정체성이 뚜렷하게 구분되는 아랍 시아파와 페르시아 시아파로 나뉜다. 아랍 시아파는 또 부족과 국적과 이념에 따라 나뉜다. 이란을 지배하는 페르시아 시아파 최고 성직자들은 성직자들이 국정에 적극적으로 참여해야 한다고 권장하지만, 이라크의 최고 성직자인 아야톨라 알 시스타니를 포함하는 주도적인 아랍 시아파 인물들 일부는 이란의 이념을 추종하지 않는다. 이라크 시아파 교육의 중심인 나자프와 이란의 교육 중심지인 쿰 간의 경쟁이 아랍 시아주의와 페르시아 시아주의의 차별화된 궤적을 더욱 강화한다. 이라크와 레바논에 시아파의 정치적 영향력이 증가하는 것은 이란의 음모가 만들어낸 현상이 아니라 대체로 그 나라의 인구통계학적 현실과 아랍 시아파의 정치적 의식과 대중 동원력이 향상된 것이 반영된 것이다.

지금 전 세계는 시리아와 IS 문제로 요동치고 있다. 지난 4년 반 동안 수많은 사상자와 난민을 만들어내며 최악의 상황으로 치달은 시리아 내전은 IS라는 괴물을 낳으며 중동과 세계를 지금껏 상상치 못했던 정치적 소용돌이 속으로 끌고 갔다. 이슬람 원리주의 ‘국가’를 표방하는 IS의 무차별적인 테러 행위는 반IS 전선을 구축하고 연일 공습에 나서고 있는 세계 강대국들과 주변 아랍 국가들에 대한 보복처럼 보이지만, 한편으로는 끊임없이 피 묻은 초대장을 날려 이 아수라장에 새로운 참가자들을 끌어들이는 것처럼 보인다. 마치 ‘IS발 제3차 세계대전’이 벌어질 수 있다는 조심스러운 예측을 요란하게 실현시키고 싶어 몸부림이라도 치는 것처럼. 저자는 이들 이슬람 극단주의 세력들이 실제 중동 정치 지형에서는 주변부를 차지하는 소수일 뿐이며, 이 문제를 해결하기 위해서는 극단주의 세력들에게 입지를 열어주는 국가 실패 및 국가 해체 현상에 주목해야 한다고 주장한다.

저자가 무엇보다 경계하는 것은 중동 문제를 종교 갈등으로 몰아가는 해석이다. 종교적 갈등은 중동 문제의 근본적인 갈등 구조에서 파생되는 종속 변수이지 그 자체가 독립적인 변수가 아니다. 이슬람은 불과 한두 세대 전까지만 하더라도 세계 그 어느 종교보다 관용적이고 포용적이었다. 갈등의 원인을 종교에서 찾는 것은 문제의 본질을 흐릴 뿐만 아니라 이성적 해결의 길을 막아버린다.

아랍의 봄은 중동이 가지고 있던 모순들을 고발하는 동시에 변화시켰다. 그처럼 견고해보이던 독재 정권들과 국가 체제가 민주화 봉기가 시작되자 허깨비처럼 허망하게 부서져 내렸다. 국가 실패가 현실화되자 안전과 보호를 구하는 인민들은 종교적 정체성에 몸을 의탁하게 됐고, 이슬람주의 정치집단들이 그 정치적 공백을 메웠다. 세계는 아랍의 봄에 환호했지만, 지금 중동은 아랍이 봄이 일으킨 파도에 휩쓸려 난파할 참이다. 중동에 그처럼 오래 독재 정권들이 건재할 수 있었던 이유는 무엇일까? 또 그처럼 순식간에 국가가 해체되기 시작한 이유는 무엇일까? 세계 강대국들은 어떤 맥락에서 이처럼 복잡하게 중동의 여러 문제에 얽혀드는 걸까? 이스라엘과 팔레스타인 간 끝나지 않는 비극의 근본적인 해결방안은 무엇일까? 무엇보다 중동 인민들이 바라는 바는 무엇일까? 이 책은 우리에게 정말 익숙하지 않은, 그러나 정말로 중요한 이러한 물음들에 답하는 책이다.

중동은 이스라엘이 그곳에 국가를 재건하기 훨씬 이전부터 화약고였고 투쟁지였다.

그약성서에 나타난 그곳의 역사를 살펴보면 명확하고도 자명한 역사이다.

그러한 불의 여정이 역사가 되어 현재까지 이르르고 있고 지금도 무섭도록 진행중이며 인류의 종말까지 그 무시무시한 불의 여정은 지속될 것임에 틀림이 없다.

그 고난의 한가운데서 허덕이고 있는 무수한 사람들의 곤핍한 삶이 끝날때까지 이어질 것이란 말이다.

질기고도 긴 여정이 아닐 수 없다.

Mohammed Ayoob’s “Will the Middle East Implode?” is touted as a scholarly book by the author. It certainly is - for senior/graduate seminars perhaps? Good material for discussion- almost - in the US, UK and some nations elsewhere. Yes, the middle east will implode.

However, there are omissions in several sections which slants a scholarly text too much for this reviewer to remain silent, even for a Vine review. I respect the author’s right to clearly state his view of the middle east picture and slant such a work. The problem with this work however is if you don’t have a general understanding of the mideast picture, ideas that are not fully facts can reel in the unwary.

My simple thoughts. Generally, Ayoob has done a good job with his overview approach to each area of possible implosion, though I’m not sure his view of a basically respected Hezbollah is accurate. Hezbo’s position is seen more negatively since its high profile entrance into Syria’s civil war on Assad’s behalf. In fact, the Syria situation with the religious divides, barbarism and varied support on both sides is itself a basis for a general implosion especially if the Israelis are dragged in by Assad for “diverrsionary purposes.

Ayoob’s discussion of Egypt, and the Islamist challenges bring out notions in which he equivocates back and forth to the point of saying 1,2,3, yes, but 1,2,3 no and 1,2,3 maybe. He talks about moderate democratically inclined Islamists such as the Moslem brotherhood. The discussion is one-sided. I agree with him that the military coup that overthrew the elected government was not good for the country, but Ayoob's not fully accepting that so-called democratic islamists may turn their success into an inability to govern and/or the slow imposing of Islamist rule, Look at Morsi who rammed through an Islamic leaning constitution and was working on dissenters, among other things. Also consider Turkey where Erdogan is taking his time but inarguably is Islamizing Turkish society. Tunisia may struggle through democratically for a time due to its own small and unique situation, but a good future is not at all assured. Iran, Egypt and Turkey are three large models that did not democratize: one had no interest, but added an outer democratic fig leaf over the theocracy, one failed in governing and was overthrown, now with an unsure future, and one is slowly losing its democracy with creeping Islamization.

The Iranian nuclear situation is a difficult one without an easy answer. While Ayoob talks about the potential danger from e.g. a nuclear India, Pakistan and Russia that is a red herring. Russia is major ally and India or Pakistan don’t play in that pond. Iran is fully focused on an apparent direct threat seen as poised by the USA and Israel. Two points. I don’t think the US will do anything in the short term; and the Israelis are in a defensive posture only. They are not paranoid as stated, but watching closely. Wouldn’t you if you had a nei That could change if they see a direct and imminent threat from Iran. However, both are well schooled in mid-east bazaar methodology and unless Iran really builds bombs or attacks a neighbor, a static peace could be maintained.

Finally, a simple brief on the Israeli-Palestinian mess. The idea that the stalemate will result in an Israeli apartheid state is not going to happen anytime in a “foreseeable” future. He talks about 'what ifs,’ if the two state solution does not come about. His reasoning is the west bank will be absorbed into Israel and apartheid will reign. Since Israeli Arabs have equal rights under Israeli law - including a Supreme Court Justice and MPs - that should not change. The West Bank will not become part of Israel under any responsible Israeli government, I hope that a two state solution will emerge, but recognize that would only amount to a Hudna. The basic view of Hamas, Iran and others is to wipe Israel off the map. Now that would have consequences.

The book is readable, understandable and slanted in several sections. it’s an OK read, but recognize some “facts” is not a real substitution for real facts.

Will the Middle East implode? Ayoob Khan leads us on a guided tour of several Middle East hot spots, each with the potential to destroy nations and engulf the world in a hot war. The Arab Spring, so eagerly greeted by the West, has turned into a cold, cruel winter, with democracy snuffed out by the forces of reaction, sometimes in the guise of modernity.

As a Muslim American, Ayoob presents what, in the context of world opinion, might be labeled a realist/centrist view. As a result, he is, naturally, far outside the mainstream of American punditry.

Ayoob identifies four major areas of concern:

o Democracy in Arab countries seems to lead inevitably to Islamist parties coming to power. As this is frightening to the West and to the authoritarian regimes in the region, elected governments do not last long, as we saw in Egypt. If people’s votes are nullified by violence, why should people work for peaceful change?

o Palestine remains a source of conflict where yet another election result was nullified by violence. Ayoob, along with many other commentators, expects a third Intifada that will surpass the first two in intensity.

o Regional and global rivalries play themselves out in various conflicts, particularly in the Syrian civil war. Any of these rivalries could escalate into a full-scale war, not unlike the Iran-Iraq war of the 1980s.

o Iran’s nuclear ambitions seem to have isolated itself from Western powers, who punish the Iranian people with economic sanctions, despite Iran’s being the only Middle Eastern nation whose people are more pro-Western than their government.

He does not offer much reason for optimism. He points out some lost opportunities for progress, especially with Iran, but we readers end up with a renewed sense that something very bad will happen, but no one can predict why or when.

This timely book should be read by everyone who wants to understand more about the Middle East, but it should be read quickly, as it may need to be updated in the near future. Here’s hoping that Professor Ayoob will be there for us as events unfold.

The Author argues that the Middle East is about to implode because the uprisings of the "Arab Spring" were successful in overthrowing many old regimes they were unsuccessful in establishing new regimes powerful enough to keep things under control.

I didn't find the book to be impressively written, possibly because you have to wait till almost the end of the book to get that basic argument written out in any concise form. Perhaps that is just it, you are constantly trying to figure out what it is the author is trying to say. He might have done well leaving out his amateur analysis of Western History leading to the division of Church and State in the West and his comparison in the East where the author was not able to find a conflict corresponding to the thirty years war with its religious motivations. Really? I mean the rest of the book deals with these tensions of Shia and Sunni that I would guess has spilled more blood over the centuries. That was an aside in his book, but it came early and tried to make Islam out to be somehow a more peaceful and Utopian culture, and with that I really had trouble taking much else he said seriously. I tried. But as other reviewers have noticed, this author has trouble hiding his biases and offering anything that looks like an objective reading. Might have been a better book if he hadn't tried to give the impression that that was what he meant to do.

A timely read considering what is going on in Gaza at the moment and an excellent introduction to the complexities of middle eastern politics. The dynamics of recent events in particular are well charted and although one feels better informed after reading this book, you can't help but feel desperately pessimistic about there being any solutions or positive outcomes any time soon.

A great book though part of what is developing into a very good series.

Subjects are covered in brief but the analysis is sharp and much is covered in a relatively small space.

Short, pithy and to the point. This is an extended essay rather than a book and probably all the better for that. It contains clear insightful analysis and argumentation. Given current events in the Middle East its a timely publication. But how many people will read it I wonder. A great many fewer than it deserves, which is a real shame. Part of an excellent series of essays.

The author who is Emeritus Professor at Michigan State University has written a highly informative and much needed but profoundly depressing book. Briefly his answer is yes, but the book is a very readable account of the complex and murky cauldron of ME politics. It concludes with an Afterward dated October 9 2013 so is inevitably not right up to date but provides the best account so far of the maelstrom of the region. Expect the worst.
