ロシア外務省のザハロワ報道官は13日、会見で、日本との今後の平和条約交渉について、安全保障を含むすべての問題が議論の対象になるとしたうえで、「1960年にソビエト連邦が出した覚書などすべての外交文書を考慮に入れる必要がある」と述べました。//
これは1960年の日米安全保障条約の改定に反発した旧ソビエトが日本に示した覚書で、在日アメリカ軍を念頭に、歯舞群島と色丹島を引き渡すためには、日本からすべての外国の軍隊を撤退させなければならないという新たな条件を、一方的に課しています。当時の日本政府はこれを拒否し、平和条約交渉が停滞する要因の１つになりました。//
