북한의 토지개혁은 정말 농민을 위한 개혁이었을까? 대한민국에서 '친일 청산'은 좌파 이데올로그들에게는 전가의 보도다. 그리고 그들이 주장한 제대로(?) 되었다는 '친일 청산'의 사례로 빠지지 않고 등장하는 것이 바로 북한의 토지개혁, 그 유명한 무상몰수, 무상분배다. <해방전후 사회의 인식>이나 와다 하루키를 통해 북한식 토지개혁을 공부한 사람들에게 북한은 항일이라는 역사적 정통성을 계승한 마치 무슨 역사의 적자 같은 느낌을 준다. 친일파 척결, 적폐 청산의 논리 중에서 북한의 토지개혁은 늘 선망의 대상이었다. 그런데 진짜 북한에서의 토지개혁은 농민들을 위한 개혁이었을까? 아직도 계속되고 있는 '친일 청산'의 구호를 보면서 문득 진짜 북한에서 어떻게 토지개혁이 이뤄졌는지 궁금해졌다. 그래서 당시 북한에서 이뤄진 토지개혁의 실상을 다룬 책들을 읽고 있다. 결과는 놀랍다. 남측의 자료가 아니라 북측이 발표한 자료만 봤는데도 토지개혁의 허구성은 고스란히 드러나고 있다. 도대체 이런 역사적 사실을 알면서 어떻게 북한이 '친일청산'이 제대로 되었다고 말을 할 수 있는 것인지... 편향된 이념과 이데올로그들에 물든 대한민국이 애처롭기만 하다. 좀 길지만 내용을 소개한다. 김일성은 1946년 2월 10일, 소위 ‘민주개혁 5대 법령'을 발표하면서 무상몰수, 무상분배 방식의 ‘토지개혁법령'을 공표했다. 이 과정에서 북한 전체 경지면적 182만 98정보 가운데 54%에 해당하는 100만 8178정보가 몰수되었고, 이 가운데 95만 5731정보가 78만 8249호에 분배되었다. 공짜로 토지를 분배받은 농민들은 지주-소작이라는 천형과 같은 관계로부터 해방된 것에 감격하여 1948년 여름, ‘남북조선의 주민 1676만 7680명이 연대 서명한 다음과 같은 서한을 스탈린에게 보냈다. ‘세기적인 봉건적 질곡과 혹독한 압박에서 해방된 북조선 농민은 아주 커다란 열정으로 자신의 전답을 경작하고 있습니다. 따라서 전 역사에서 처음으로 북조선 농민은 자유로 자기 노력의 결실을 처리하고 있습니다...소련군대와 스탈린 대원수의 원조와 지지에 대해 충심으로 감사합니다.’ 와다 하루키는 토지개혁 후 김일성의 권위와 공산당의 권위는 현저하게 높아졌고, 토지개혁이 대단한 성공을 거두었다고 말한다. 토지 없는 농민에게 거저 나누어 주었다는 측면만 본다면 얼핏 그렇게 보일 수도 있다. 결국 악마는 디테일에 있다. 2차 대전 이후 동유럽에 진주한 소련군이 추진했던 토지개혁과 북한의 토지개혁은 한 가지 점에서 차별성을 지니고 있다. 그것은 대부분의 동유럽 국가들에서의 토지개혁인 유상몰수, 유상분배 방식으로 진행되었다는 사실이다. 토지의 소유권도 중요한 문제였는데, 동구에서는 농민들에게 토지의 소유권을 인정했다. 북한의 ‘토지개혁법령' 제5조에는 ‘몰수 토지는 농민에게 무상으로 영원한 소유로 양여함'이라고 되어 있다. 그런데 문제는 이어지는 제10조에 있다. ‘농민에게 분여된 토지는 매매치 못하며 소작 주지 못하며 저당주지 못한다'라고 못 박고 있다. 토지의 매매, 임대, 저당이 불가능한 오로지 농사만 지어야 하는 것이다. 소유권이 아니라 경작권, 다시 말하면 소작권을 뜻한다. 게다가 3개월 후인 1946년 6월 27일에는 ‘농업 현물세법령'이라는 것을 발표했는데, 그 1조에는 ‘일체의 조세를 면제하되 단 각종 곡물 수확량의 25%를 농업 현물세로 납부한다'고 규정하고 있다. 농업 현물세란 이름만 바꾼 소작료였다. 현물세 25%는 전 토지에 일률적으로 부과되었다. 실제 수확고가 아니라 예정 수확고를 기준으로 삼고 있는 것도 문제였다. 흉년이나 풍년, 비옥한 땅과 척박한 땅에 대한 차등도 업었다. 토지면적에 따라 일률적으로 에상수익을 산정하고 현물세를 책정했으니 농민이 불만을 느끼는 것은 당연했다. 여기에 현물세 이외에 다양한 명목으로 농민들로부터 곡물을 거둬들였다. ‘농민은 법정 25%의 현물세 외에 긴급사유에 의한 특별과세를 부담하고 소비물자 보상배급을 약속받고 여러 차례 공출한 결과 사실상 수확고의 50퍼센트 전후를 잃어버렸다’ “어떤 지방에서는 도 인민위원회는 물론이고 군 인민위원회에서도 모르는 세금을 농민들이 내고 있었다. 더구나 그 세금이 한두 가지가 아니라 10여 종류의 부담을 농민에게 부담시키고 있었다. 예로 함경북도 같은 곳에서는 부담금 종류가 17가지에서 22가지에 이르고 있었다.” (김일성의 북조선 임시인민위원회 제3차 확대위원회에서 행한 ‘민주선거와 인민위원회의 당면 업무' 보고 중) 결국 토지개혁이 모순이 극복될 수 없는 상황에 이르자 1958년 북한 지도부는 전면적인 농업 협동화를 단행했다. 뿐만 아니라 북한 공산당은 ‘농업현물세 초과 헌납운동'을 발전시켜 ‘애국미 헌납운동'을 강제했다. 그 결과 농민들은 자기 수확량의 10분의 1을 애국미 헌납 명목으로 국가에 바쳐야 했다. 주민들로부터 그렇게 공출한 애국미는 1949년 말까지 총 4만 8400여 가마였다. 헌납된 애국미는 남침전쟁용 군량미 확보와 군사장비 구입기금으로 사용되었다. 결국 지주들에게 강제로 빼앗은 토지는 땅 없는 농민에게 나눠주었지만 소유권이 인정되지 않은 채 경작권만 주었다. 결국 북한의 모든 토지는 국유화됐고, 지주 자리에 공산당이 대신 들어앉은 꼴이 되었다. 농민들은 고율의 현물세를 새로운 지주인 공산당에게 소작료로 납부해야 하는 기구한 형태의 지주-소작 관계에 빠져든 것이 북한판 토지개혁의 본질이다. 북한의 토지개혁이 실패한 것은 바로 이런 이유였다. 농민에게 분배했던 토지를 전부 농업협동조학에 집단화한다는 명목으로 집단 농장화시킨 꼴이었다. 이런 농업 집단화는 1958년 8월까지 완수되어 개인영농은 자취를 감추었다. 오늘날까지 이어지고 있는 북한의 극심한 식량난은 집단농장의 이런 낮은 생산성, 경쟁의 요소가 존재하지 않는 협동농장에서 그 원인이 있다. 그럼에도 불구하고 와다 하루키나 영국의 경제학자 등은 북한식 토지개혁을 ‘대단한 성공'을 거둔 것으로 평가했다. 역사의 오류다. 세상 어느 누가 자신의 소중한 재산을 순순히 내놓겠는가. 북한 공산당은 인민이 가지고 있는 모든 경제적 재산은 국유, 인민소유, 협동소유로 해야 한다고 주장하면서 강요했다. 그리고 이에 저항하는 사람들에게는 ‘친일파'라는 딱지를 붙여 제거했다. 친일파의 딱지가 무소불위의 위력을 발휘한 것이다. 해방 이후 남과 북의 경제 발전의 차이는 여기서 시작됐다. 남한에서는 적산을 민간인 불하 정책을 통해 민간자본으로 육성한 반면, 북한은 국유화를 통해 사회주의 경제의 기초로 나아갔다 당시 토지나 사업체를 잃고 북한을 떠나 남한으로 월남한 사람은 1948년까지 약 100만 명, 이는 북한 전체 인구의 10퍼센트에 해당된다. 흥미로운 점은 이런 개혁을 밀어부치기 위해서 만들어졌던 북조선 임시 인민위원회 핵심 간부 17명 중에서 13명이 개혁 이후 숙청 제거됐다는 점이다. 국내파 공산주의자, 민족주의자, 남로당, 연안파, 소련파들의 시체를 딛고 성사시킨 그들만의 ‘민주개혁'이었다. ('김일성 신화의 진실, 김용삼) 조만식의 제거는 너무나 비극적이었다. 끝까지 인민위원회 협조를 거부했던 민족주의자 조만식은 1950년 10월 18일 퇴각 직전 평양 형무소에 수감되어 있던 정치범 500명과 함께 총살당한 후 대동강변에 구덩이를 파고 가매장을 했다. 그리고 그해 12월 중공군의 개입으로 다시 평양을 탈환한 뒤 북한 지도부는 구덩이를 파고 조만식 등의 사체를 꺼내 ‘이승만 괴뢰군과 유엔군이 수많은 지도급 인사들을 죽이고 달아났다'고 유인물을 만들어 역선전을 했다.

I can see that the author is basically quoting from the book: ????????? ????????? ??????, ?????????. ????????? is a part of a group of authors who wrote a well known rightwing book. Actually, I support a significant part of what they criticize about Korean nationalism.
Korean nationalism is sympathetic to the NK view.

So, what needs to be understood is not about the NK landreform, but the contending perspectives on Korean history.

It would be good to read a book that discuss the perspectives. The book will discuss major historcal issues. Actually, ????????? is one of the major issues.
Landreform would also be one.

Compared with south korean approach of selling the orphans, n. Korea sent children with teachers and made it clear that it is a temporary measre and they will take back the orphans , and they did.

Some children did not want to go back. They had difficulty in the beginning to adjust to the new environment , but after a number of years they saw a different system- society.

I gave donnation 15만원, when i read the scenario (advertisement) of the film and i tought his film presents a completely different situation from south kirean foreign adoption. But gradually his statements and media contacts ( 조선일보, 태영오) were turning to a direction that i did not expect. Because of my donnation, he allowed me to watch with pass word on Vimeo. But i did not take notes! When i asked to watch for the second time, he did not allow, because i already told him that he is twisting his position from the film.

I did not expect this turn of the event. His film is neutral and humanitarian perspective. But he seems to be pressured to make his career and his first media contact/ report was 조선일보.. I cannot remember exact wording in 조선일보. I asked him if that was what the reporter said and if the reporter watched the film. He said yes. And i told him the reporter is twisting the message of the film and we argued and he did not like what i told him.
